how can i remove white candle wax from a black business pencil skirt?
Q. i specified the type of skirt so as to say that there are no ruffles, etc. which may hide this wax... i need to get out like every little bit, so hit me with your best suggestion! thanks =)

A. Freeze it then scrape off as much as possible. take the skirt put then stain over a bowel secure it with a rubber band then pour hot water over stain. The wax will melt through it. follow up by washing as usual.2. on small amount of hardened wax scrape off material See above. or apply generous amount of vegetable oil to harden wax after scraping. wipe off remove excess oil the wash as usual. 3). SCRAP as usual put stain between 2 paper towels. Using iron on low setting place on paper towel. Wax ill melt and be absorbed by towels. Repeat until all wax is gone. wash as usual. be careful not to over heat the material as it could damage it.

I am very crafty with making cards out of paper, glitter, ribbon and etc, but I do not know how to apply graphics into it. Does anyone know of any good card programs?

Well since you're making the cards physically, all you need is graphics software or photomanipulation software and then print on the cardstock taking into account the paper size, orientation, etc. Some nice free programs are GIMP (Windows and Mac) or Seashore (Mac) unless you want to go all the way with Photoshop. The picture you put on the card is another thing. If you are hand drawing the picture then you'll need a scanner or a digital camera and then edit the picture with the software (brightening, coloring, fixing in general). If you're going to be drawing the picture with the software (which I don't fully recommend with GIMP/Seashore. Why must we pay for recycling when the materials can be reused by business to make more products?
Q. I don't understand why we have to pay to recycle. If raw materials can be reused then why should we pay for that? Why can't businesses pay us for that instead (or simply not pay at all and let businesses acquire the materials from recycling centers themselves or pay and be reimbursed when they acquire them) since it saves them the trouble of having to find new sources of raw materials to build their products.
